Thomas R. Pickering Foreign Affairs Program is now accepting applications for Thomas R. Pickering foreign affairs graduate fellowships to attract and prepare outstanding young people for foreign service careers at the U.S. State Department for the 2022-2023 academic year.

Upon successfully completing the two-year master’s degree program and meeting Foreign Service entry requirements, fellows have the opportunity to work as Foreign Service officers per applicable State Department law and policy in Washington, DC.
About Thomas R. Pickering Foreign Affairs Graduate Fellowships
The Thomas R. Pickering Graduate Fellowship is a U.S Department of State program administered by Howard University that seeks to attract and prepare outstanding young people who represent ethnic, gender, social, and geographic diversity and are interested in careers abroad.
In addition, the program supports the application of members of minority groups historically underrepresented in the foreign service, women, and persons with financial difficulties.
Fellows must have earned graduate degrees in international affairs or a related subject such as public administration, public policy, international relations, business administration, economics, history, political science, communications, or foreign languages from a graduate school approved by the Pickering program.
Legal education does not meet this requirement. In addition, fellows are expected to maintain a cumulative GPA of 3.2 throughout their studies.
Applicants apply to two-year graduate programs at US-based universities at the same time as applying to the Pickering program.
Fellows will attend orientation at Howard University in early June.
The purpose of this orientation is to familiarize members with all aspects of scholarship and to enhance their understanding and skills for a career in the Foreign Service.
Fellows will participate in two internships. The first, an internship at the U.S. State Department headquarters in Washington, DC, will take place during the summer between the first and second year of graduate study.
The second internship will be an internship abroad at a U.S. embassy or consulate that takes place the summer after graduation.

The program provides additional support for summer travel, housing, and other related expenses.
Members who complete the selection program and requirements for entering the Foreign Service will be appointed to the Foreign Service of the Department of State in accordance with applicable laws and policies of the Department of State.
Members must obtain and maintain medical, security, and eligibility clearances to remain in the program. Each member who earns a master’s degree commits to a minimum of five years of service in the foreign service.
Applicants who do not complete the selection program and subsequent five-year service obligation may be subject to a refund.
