Regarding Full Chinese Government UTSC Scholarship Grants:
The Chinese government has partnered with the University of Toronto to provide its citizens access to international education by funding them to study abroad.
Although this is termed an international scholarship, it is limited just to Chinese students as they are being funded by their government.
The funding involves the full cost of tuition and fees, living allowance (~ CAD 2200 / month) as prescribed by the Chinese Government (which includes UHIP) for up to forty-eight (48) months, a return international airfare and visa application fees for your coming into the university and your transport fare back home in China.
Remember, this is a collaboration. The Chinese government wants to give its citizens an opportunity as much as the University of Toronto wants international students.
So as the Chinese government would be providing the successful candidates with a living allowance which includes health insurance for the duration of the scholarship, return international airfare and visa application fees,
the University of Toronto would provide the necessary resources and equipment like office space, laboratory, computer, network, library access, etc,
and also and endeavour to provide other economic supports whenever possible by offering teaching assistantships or research assistantships positions for additional Income for the students.

Sounds too good to be true, no? Considering what they are offering.
You should understand that this scholarship benefits the Chinese government and the University of Toronto as much as it does you.
While the Chinese government would have its prodigy students go out and gain external knowledge that might not be already known in China, therefore, leading to forwardness and better innovations, the University of Toronto would continue to gain prestige and honours as an internationally diverse university.
And you, my dear Chinese friend, will enjoy the benefits of this propaganda.
Moreover, this is more of a Chinese movement. The China Scholarship Council, a body that regulates and awards government scholarships in China, aims to fund 20 new Chinese students in its annual competition for the PhD degree program.
The China Scholarship Council granted 7 awards to University of Toronto applicants in 2020-21 and 10 in 2021-22. Successful applicants typically have excellent grades and one or more publications.
And this year, the China Scholarship Council aims to fund in its annual competition:
20 Chinese students for the University of Toronto’s PhD program for up to 48 months
20 Chinese visiting PhD students at the University of Toronto, for up to 24 months
10 postdoctoral fellows for up to 24 months
10 visiting scholars for up to 12 months
So yes, there is more than one scholarship entry so depending on which situation you are applying for, there is a chance for you to win a government-sponsored scholarship.
Eligibility for Full Chinese Government UTSC Scholarship Grants 2021/2022
- Recipients of this award are required to sign a legal document agreeing to return to China for two years after completing their studies. This is fair, don’t you think? It is a government-sponsored scholarship so obviously, you are expected to return home to China and implement whatever it is that you learned in China. You are kinda a government investment, as a recipient of this scholarship.
- You must obviously be a citizen of the People’s Republic of China. Also, candidates who have permanent residency in another country are ineligible for this opportunity. Residents of Hong Kong, Macau and Taiwan are also ineligible for this opportunity. You cannot apply got this with dual citizenship, this is for purely Chinese students.
- You must be an undergraduate or master’s degree student or graduate studying and/or living in mainland China or a master’s degree student or graduate (within 1 year) from a foreign university (including the University of the Toronto ). Undergraduate students studying at a foreign institution wishing to pursue a Direct Entry PhD are ineligible to apply for the CSC.
- You must not be older than thirty-five and must not be born after January 1, 1986, after the time of application.
- You must have received an offer of admission letter from the University of Toronto to study which this letter must be formatted appropriately for the CSC application.
- As a Chinese student going to study in a foreign country with English as its main language a proof of English Proficiency is required at the time of application demonstrated by one of the following:
- An undergraduate or higher degree instructed entirely in English;
- In the past ten years, have studied in Canada for a minimum of one academic year (8-12 months);
- Completed the National Foreign Language Proficiency Test (WSK) and meet the eligibility criteria;
- Completed the IELTS (Academic) or TOEFL proficiency tests, scoring the following minimums: IELTS 6.5, TOEFL (IBT) 95; or
- For Ministry of Education employees, participated in relevant language training and obtain a certificate of completion (English advanced class) through the Department of Study Abroad Training.
- If you are already enrolled at the University of Toronto, you are also eligible to apply but you must demonstrate that no or limited funding (a living allowance below CAD 1600 per month) is being received.
Conclusion;
For candidates who have previously reported this award or any other award from the Chinese government and returned when their duration at a foreign university was over, they can also apply for this scholarship.
